NOTICE OF APPOINTMENT FILLING A VACANT CITY COUNCIL SEAT
TO: The Voters of Sergeant Bluff, Iowa
Carol Clark provided notice that she would be resigning from the City Council effective October 23, 2024. The remaining term for the Council position expires in January 2026. As authorized by the Sergeant Bluff Code of Ordinances and Iowa law, the City Council determined at its regular meeting on October 22, 2024, to fill the vacancy by appointment for the time period until the results of the next election are finalized.
The City Council met on November 1, 2024, in a special meeting for the purpose of filling the vacancy, and the City Council took action by motion to appoint Ryan Panowicz. Ryan Panowicz will begin service on the City Council upon being sworn into office and will continue to serve until the results of the next city election in November 2025 are finalized by the first canvas. The individual who is elected to complete the next full term for the vacated position filled by appointment will be immediately eligible to be sworn into office after the election results are finalized to serve through the remainder of the vacated term. Service will then continue and begin for the position to which elected in January of 2026.
Notice is further given that the electors of the City of Sergeant Bluff have the right to file a petition requiring that the vacancy be filled by a special election. Requirements for a valid, timely petition to request a special election may be found in Iowa Code section 372.13.
