2.APPROVAL OF THE AGENDA:
Ron Hanson explained that the agenda item: "Approval of Drainage Ditch Study Update by McClure Engineering" needs to be removed from the agenda because that item is not ready to be addressed.
Motion by Shari Zenor Kiple, seconded by Andrea Johnson to Approve the Agenda with the Amendment that the Agenda Item "Approval of Drainage Ditch Study Update by McClure Engineering" be removed.
Motion Carried. [Unanimous]
3.DISCUSSION/ACTION ITEMS:
3.aOpen Public Hearing on Proposal to enter into an Essential Purpose Loan Agreement Motion by Kirk Moriarty, seconded by Andrea Johnson to Open the Public Hearing on the Proposal to enter into an Essential Purpose Loan Agreement at 5:38 pm.
Motion Carried. [Unanimous]
3.bPublic Hearing
Aaron two of these agreements in Iowa code there are two categories of GO Bond borrowing. One is essential purpose, which are things like roads, certain vehicles for fire and police, etc. The other category is general purpose. The essential loan would be allowed up to a maximum of 2.1 million, which includes municipal advisor and bond counsel fees.
Jason Kvidera said that we're not going to borrow the maximum, we would borrow for whatever we need in addition to the fees.
Mark Reinders asked when we would borrow?
Jason said that it would be in approximately May or June.

3.hSet Public Hearing Date for Full Budget Adoption Hearing
Motion by Andrea Johnson, seconded by Shari Zenor Kiple to Set the Public Hearing Date for the Full Budget Adoption Hearing for April 14, 2026 at 5:30 pm.

3.iORD 770 AMENDING CHAPTER 77 OF THE CODE OF ORDINANCES REGULATING PERSONAL ELECTRIC VEHICLES CLASSIFIED AS MOTORIZED SCOOTERS, ELECTRIC BICYCLES, AND OTHER PERSONAL TRANSPORT VEHICLES (First Reading)
Aaron Lincoln reviewed the changes discussed from the prior meeting, which included increasing the age requirement for e-scooter classes 1 and 2 and put in place a requirement for the vehicles to be registered. A future resolution would outline the registration process.
Kirk Moriarty said that he had heard that people are in favor of the age requirements. However, we need to allow the public a chance to hear about the requirements.
Ron Hanson said that people have told him that they are happy that the City Council is addressing this.
Danny Christoffers discussed with the City Council the best method for putting information out to the public on the proposed changes. It will go out on Social Media and in the Advocate.
Ryan Panowicz expressed that he would like some additional statements in the ordinance regarding the e-scooters being prohibited at the Recreation Complex.
Areas prohibited at the Recreation Complex discussed by the City Council included the walking trail, fields, grass areas, ballfields, and parking lots such as by the pool and IBF facility. There was additional discussion regarding the desire to prohibit class 1 e-scooters at the Recreation Complex.
Motion by Mark Reinders, seconded by Kirk Moriarty to Approve ORD 770 AMENDING CHAPTER 77 OF THE CODE OF ORDINANCES REGULATING PERSONAL ELECTRIC VEHICLES CLASSIFIED AS MOTORIZED SCOOTERS, ELECTRIC BICYCLES, AND OTHER PERSONAL TRANSPORT VEHICLES (First Reading) with the amendment to modify the "*" (asterisk) which indicated prohibited locations at the Recreation Complex below the table in 77.05.4 to say "Prohibited at the Recreation Complex, which includes but is not limited to the Walking Trail, grass areas, ballfields, and parking lots" and to add the "*" (asterisk) to Class 1 e-scooters.
Motion Carried. [Unanimous]
4. ADJOURNMENT:
Ron Hanson said that he received many positive comments regarding our Fire Chief Anthony Gaul who took command of the recent significant fire event near Bronson, we also received a positive letter from the County for the positive efforts by our Police Department.
