6.qDiscussion on Possible Table Sponsorship for Big Bash Event
Jon Winkel said that a part of the proceeds from the Big Bash event will help fund the joint Career Academy venture between the school and the City's Fire Department.
The consensus was that the City will sponsor a table at Big Bash.
6.rAmerican Legion Request for Approval and City Assistance with Modifications to the Legion Memorial Area at the Recreation Complex
Terry Hughes with the American Legion explained that the Memorial at the Rec Complex has fallen on hard times. They would like to improve it. There have been problems with weed control because it can't be sprayed due to it's proximity to the wells. There are also cracks and other issues. They would like to stack the bricks in a formation rather than having them placed in the ground. The area needs to be leveled and the berms removed.
Jerry Logemann said they want to do it in phases. They want to level the ground, moving or changing the flag poles, make changes to the lighting, reduce the required maintenance of the area, and make it easy to mow.
There was extended discussion about the layout, the needed removal of trees, making it more visible to the public, the process of handling donated memorial benches, and the temporary storage of the bricks at a city building.
Motion by Kirk Moriarty, seconded by Ryan Panowicz to Approve the American Legion's Request for the City to assist with the American Legion's project to modify the Legion
Memorial area under the guidance of the Public Works Department. Motion Carried. [Unanimous]
6.sApproval of Payment to Sioux City Police Department for 3.5% Share of Regional Motorola Contract Implementation
Mark Reinders asked how much this costs?
Jason Kvidera said that is $33,600. It is part of the 28E Agreement, it will be paid by LOST funds.
Motion by Mark Reinders, seconded by Ryan Panowicz to Approve Payment to Sioux City Police Department for 3.5% Share of Regional Motorola Contract Implementation

6.tCouncil Review of Minor Subdivision Application Called "A Portion of Lot 3 Sergeant Bluff Park Addition" (Dogwood Area)
Jon Winkel said that this will create lots that are approximately 2 acres. One smaller lot (Lot E) will remain available to develop a road to connect to Dogwood if the Jorgensen property is developed.
6.uRES 25-30 Accepting Minor Subdivision of "A Portion of Lot 3 Sergeant Bluff Park Addition"
Motion by Ron Hanson, seconded by Kirk Moriarty to Approve RES 25-30 Accepting Minor Subdivision of "A Portion of Lot 3 Sergeant Bluff Park Addition".

6.vApproval of Semi-Final Pay Estimate to Steve Harris Construction for the Loess Hills Scenic Trail Project (IDOT# TAP-U-6890(611)--8I-97)
Jason Kvidera said that there will be retainage in the amount of $25,163 after this pay estimate.
Motion by Kirk Moriarty, seconded by Mark Reinders to Approve Semi-Final Pay Estimate to Steve Harris Construction for the Loess Hills Scenic Trail Project (IDOT# TAP-U- 6890(611)--8I-97).

Ron Hanson asked with the light poles will be bricked.
Jason said that we will do that as soon as we receive the materials.
Kirk Moriarty said that on the north side there was a worker who was tilling it, what was occurring?
Jason said that when the wire was knifed for the permanent poles, they have to go back out and scratch it up so that it can be reseeded.
6.wMove the Compost Site Clean-Up Week from November to October
Jason Kvidera said that in the prior year we had the clean up week in October. This would be October 20-25th. The Compost Site will still remain open until November 8th.

7.bRES 25-36 Establish A Special Reserve Peace Officer Position, Appointment, And Set Compensation
Jon Winkel explained that we have a Police Chief who is able to respond to some medical calls because he serves on the Volunteer Fire Department, additionally we have a Fire Chief that we would like to create a position for to permit him to operate as a Reserve Officer if needed. This has been reviewed by City Attorney.
Mark Reinders asked what the compensation would be?
Danny Christoffers stated that this position would serve without any additional compensation.
Motion by Andrea Johnson, seconded by Kirk Moriarty to Approve RES 25-40 Establish A Special Reserve Peace Officer Position, Appointment, And Set Compensation.

8. ADMINISTRATOR'S REPORT:
A written report was provided.
9. COUNCIL MEMBER'S REPORTS & COMMENTS:
Mark Reinders asked for an update on the Kiwanis Pond.
Jason Kvidera said that water is going back in and it's filling up. It needs to be cleaned up and seeded. The outdoor learning center is in storage and will be used. He has contacted the appropriate entities to begin the process of getting fish and the proper wildflowers.
Mark also thanked the Senior Fit group for cleaning 250 chairs at the Recreation Center.
Ryan Panowicz said that he appreciates the Clean Up Week at the Compost Site being moved to October, many people like that idea.
Kirk Moriarty also stated that he appreciates the Senior Fit group cleaning the chairs at the Recreation Center. Last week he did the final walkthrough at the pool with Dan Hospers and Tyler Tweet. He commended the community on the smooth traffic flow after the football game on Friday. He appreciated the Sergeant Bluff Advocate having an article about electric scooters that are being driven by kids.
Andrea Johnson said that with the help of Aaron Lincoln, Jason Kvidera, she was able to get video of the rough crossing at 1st Street and provide that to the representative at the Union Pacific Railroad.
Ron Hanson said that he went to a SIMPCO policy meeting last Thursday. CommCon had a great turnout, everyone was excited about Kwik Star coming to town. He received a very positive comment about how informed and transparent Chad Janzen was with information regarding the school bond. He also wanted to remind people not to forget Patriot's Day (9/11).
10. MAYOR'S REPORT:
Jon Winkel said that he received a lot of comments about CommCon appreciating the amount of information that was put out. He also wanted to continue to emphasize the importance of safety in town, kids are still utilizing scooters, sometimes with more than one kid on them.
