4. CITIZEN'S INPUT:
Justin Huffman, 417 Baywood Drive, spoke on the subject of Flock cameras in Sergeant Bluff. He would like them removed and replaced with no other device.
He stated that the devices are used to track people/vehicles without a warrant, they cause false alerts, cities are walking away from the flock devices due to civil liberty concerns, donations that fund the devices dry up and taxpayer dollars are spent on surveillance devices, subscriptions, and litigation, nearly every plate scanned belongs to someone suspected of no crime and saved in a 30 day log, the 4th Amendment was written to prevent the dragnet data collection on innocent people, the Supreme Court ruled that obtaining a person’s location history is a search because a person has a reasonable expectation of privacy, there are numerous nationwide incidents of abuse and misuse of the system have been documented, and rules and access controls don't stop it only document it.
Eagle Armstrong, 2010 Roundtable, also spoke on the subject of Flock cameras. He expressed a concern about certain types of cameras that are turned to the road where houses exist and kids play in the background. Those could be hacked. There have been a few recent nationwide cases where the cameras were used for personal use. He described various capabilities of the cameras that he was concerned about. He would support the removal of the cameras because he doesn't want people tracked.
Don Dunning, 702 Coffie Farm Road, discussed a concern he had with the unusual wasting or death of maple trees in Sergeant Bluff. He is requesting a community assessment of the decline of maple trees in Sergeant Bluff. He reviewed the decline and death of maple trees in his own backyard, he reviewed the progression of the death of the trees. After noticing a similar problem for maple trees throughout Sergeant Bluff he began contacting numerous organizations. He believes the cause could be soil conditions, disease, insects, environmental stress, or some other factor. He is requesting that Sergeant Bluff consider conducting and sponsoring a study of maple tree health within the community and consult with a state forestry specialist or a university forestry or plant pathology department and then advise the community.
4.aPresentation of Grant Award to the Fire Rescue Department's Foundation Chief Anthony Gaul will be present to receive Dave Hoyt, Sioux City Store Manager at Lowes, explained that he was glad to present the Sergeant Bluff Fire and Rescue with a $25,000 grant for projects. They will also later have volunteers come to help around the station.
Anthony Gaul reviewed various projects that they hope to use the funds for.

6. DISCUSSION/ACTION ITEMS:
6.aDiscussion and Potential Approval of Parking Lot Repair at the Community Center
Jason Kvidera said that our insurance company did a walk through last year of our facilities. Two issues that need to be addressed are a concrete area in front of the Community enter and to put some drains in at a second location as well as some additional associated concrete work. Staff is recommending that we do both. The funds would be used from Road Use Tax. There was discussion about the condition of the existing concrete, the need to provide proper drainage to avoid future damage, and whether go with 6-inch concrete or 8-inch concrete.
Motion by Mark Reinders, seconded by Kirk Moriarty to Approve the bids from K.P Construction for Parking Lot Repair at the Community Center with 8-inch concrete in the amounts of $20,650.00 and $26,700.00. Motion Carried. [Unanimous]
6.bCity Administrator and Personnel Committee Presentation of Re-Establishing the Public Works Director Position
Aaron Lincoln provided a brief history of how the Public Works Director and Finance Director position merged into a single position under the Assistant City Administrator in a prior year when the last Public Works Director retired. He described the way job duties shifted among multiple positions within the department. The desire is to create a succession plan with the Public Works Crew Chief retiring and some point in the future. He described various ways the responsibilities would change if the Public Works Director Position would be re-created. This would allow the Assistant City Administrator to re-focus on the financial elements of the City.
There was discussion with City Council regarding purpose of the change as it originally occurred. It was the consensus that the Aaron Lincoln will bring back to the City Council for further discussion the proposed job descriptions, a history of the position, and an hierarchical/organizational chart.
6.cApproval to Establishment of Public Works Director Position, Set the Range of Wages, and Authorize City Administrator to Post the Position
No action was taken.
7. ADMINISTRATOR'S REPORT:
Aaron Lincoln said that the Siouxland Chamber of Commerce dinner is on September 24th, we have 8 tickets. The Sergeant Bluff Community Development Corporation will have a 2 acre lot that they have available, he will send to the City Council the list of their membership. Jason Kvidera, John Robinson and himself will be looking at the design plans for C Street/West Ridge Rd. Back-to-school night will be Wednesday the 19th, the Safe Routes to School group will have a table and information on the scooter ordinance will be available. The part-time Inspector resigned recently, the advertisement is out for that position. The Police Department has put out their 2-year pre-hire advertisement.
8. COUNCIL MEMBER'S COMMENTS:
Mark Reinders extended his sympathies and condolences to the family of Marsha Scholl, she did a lot of good work in the community at the school and the food pantry.
Shari Zenor Kiple gave a shout out to Laura Johnson for her good work at The Market and all the volunteers who help with Pioneer Valley Days.
Kirk Moriarty asked if the slick spot under the arches at the Rec Complex been resolved yet. Jason Kvidera said it had not.
Kirk asked about social media post from Community Action Team regarding inclement weather impacting events.
Danny Christoffers said that he is working with the Fire Chief regarding the potential weather conditions.
Jereme Muller said that we're working with the National Weather Service, they're watching it closely for us.
9. MAYOR'S COMMENTS:
Andrea Johnson relayed that Ron Hanson wanted thank everyone for their efforts at the recent vicious dog appeal hearing. He is looking at removing the requirement to have Council review those and leave that responsibility with the Police Chief to consider an appeal.
