6. DISCUSSION/ACTION ITEMS:
6.a Approve Application to Conduct A Farmers Market and Designate Laura Johnson as the Market Manager for 2026
Laura Johnson explained that this would be the third year of The Market. It’s a vendor market that is hosted over in the park at the Recreation Complex. It will be Sundays, four times throughout the summer. Local businesses help sponsor each event to host something for the community. It will be July 12th, July 26th, August 2nd, and August 16th from 5-7:30 pm.
The August 16th event will tie-in with Pioneer Valley Days.
Shari Zenor Kiple asked if July and August are better than days in June?
Laura explained that the dates selected are due to other activities going on in the area.
Ron Hanson asked if she would reschedule days if there were inclement weather? Laura said that she would.
Laura explained that she limits the number of vendors so that it’s financially viable for them. She requires all vendors have a white tent to keep it aesthetically pleasing. She thanked City staff for their assistance in preparing the area.
Motion by Andrea Johnson, seconded by Kirk Moriarty to Approve the Application to Conduct a Farmers Market and Designated Laura Johnson as the Market Manager for 2026. Motion Carried. [Unanimous]
6.bCouncil Discussion and Potential Action on the Termination of Agreement with Warrior Snow Owner Jon Saylor, owner of Warrior Snow, participated remotely via the Zoom call. He said that it had been operating for some years but it did not open last year. He discussed prior contacts that the City and himself had regarding the operation of the business. He is requesting a 30-day extension to come back to the City with a new buyer, contact the school district to see if they have an interest, or have the building moved.
Aaron Lincoln said that staff does not have an issue with a 30-day extension. Andrea Johnson expressed concern about the facility being locked up.
Jon discussed a situation where a family member left it unlocked by mistake.
Motion by Mark Reinders, seconded by Andrea Johnson to delay the Termination of the Agreement with the Warrior Snow owner by 30 days to allow Jon Saylor time to present a proposal for continued operation.
Motion Carried. [Unanimous]
6.c Approval of Agreement with MidAmerican Energy to Extend Electric Infrastructure Along Dogwood Trail
Aaron Lincoln explained that in order to get the main electric feed along the northside of Dogwood we need to pay to get the main electric extended across to feed businesses in there. The proposed agreement includes having the City electric crew provide and install the conduit. MidAmerican Energy would pull the wire and connect the transformers and switch gear equipment. There will be a meeting between the City and MidAmerican Energy tomorrow.
Aaron Lincoln explained how the financing for the cost will be coming through the Sergeant Bluff Community Development Corporation.
Motion by Shari Zenor Kiple, seconded by Andrea Johnson to Approve the Agreement with MidAmerican Energy to Extend Electric Infrastructure Along Dogwood Trail.

6.dDiscussion and Potential Direction for Sioux City Request of Northside Drainage Improvements Cost Share
Aaron Lincoln explained that this property is near where the concrete plant and Lawn Pros are located, there is a storm sewer pipe that goes up to a pond. Over the last 5 years or so, during wet seasons, it backfills and there is water in our street. Sioux City is interested in expanding their economic development growth in the area but they can’t do it because of the flooding. Sioux City hired DGR Engineering to look into getting a pipe from the pond and under the railroad tracks. There is a large MidAmerican transmission line that needs to be relocated due a conflict with the flow. To get the ditch and pipe in would cost Sioux City 3 million dollars. Sergeant Bluff City staff have been in discussion with Sioux City to find the appropriate percentage for Sergeant Bluff to contribute to the project. He explained how West Ridge Road will be extended which will have an area where a drainage pond would exist, where a pipe could be drawn to. However, staff isn’t sure if that will be sufficient to solve the problem but it would cost less.
There was extended discussion between City Council and City staff, items discussed included
  Sioux City needs to know what Sergeant Bluff’s intent is by March 18th.
  The amount contributed by Sergeant Bluff could be paid out over a multiple years.
  The possibility of having another entity that needs dirt to dig up the smaller pond by West Ridge Road to save money was considered.
  The extent of the flooding that occurs.
  Potential alternative areas to pump the water.
  The amount the City should contribute to the project, Sioux City is requesting 25%.
It was the consensus of the City Council that a contribution up to 300k was acceptable.
6.e  Authorize City Administrator to Execute an Engagement Letter with Dorsey Whitney for Legal Services for the Anticipated 2026 GO borrowing
Motion by Kirk Moriarty, seconded by Mark Reinders to Authorize the City Administrator to Execute an Engagement Letter with Dorsey Whitney for Legal Services for the Anticipated 2026 GO borrowing.
Motion Carried. [Unanimous]
7.  RESOLUTION(S):
7.a  RES 26-04 Approval for Application for SIMPCO TAP Grant for the S. Lewis Blvd. Trail Loop Phase 1
Aaron Lincoln explained that we submitted an application for the trail. This would be from the Rec Complex and ties into Serenity Estates. We applied for 265k, we received about 209k. This resolution will fund and maintain the trail. The funds would be received in 2030. Andrea Johnson said that we previously took out a sidewalk, this will connect Serenity Estates.
Mark Reinders said that it was not a unanimous vote at SIMPCO to approve this.
Motion by Mark Reinders, seconded by Kirk Moriarty to Approve RES 26-04 Approval for Application for SIMPCO TAP Grant for the S. Lewis Blvd. Trail Loop Phase 1.
Motion Carried. [Unanimous]
7.bRES 26-06 Employee Matrix for Departments
Aaron Lincoln explained that wages and salaries must be set by resolution. This will update the wage range for the open position in Police Department and correct the Fire Department stipend amounts that were approved with the current years fiscal year’s budget.
Danny Christoffers said that this document will come back to the City Council for an additional update after the budget for the upcoming year has been approved.
Motion by Andrea Johnson, seconded by Shari Zenor Kiple to Approve RES 26-06 Employee Matrix for Departments.

7.cRES 26-07 Resolution setting the date for public hearings on proposals to enter into General Obligation Loan Agreements and to borrow money thereunder
Ryan Panowicz asked how the financing for the pond affect this borrowed money. Aaron Lincoln said that there are other options to fund, including RUT and LOST fund balances.
Motion by Shari Zenor Kiple, seconded by Mark Reinders to Approve RES 26-07 Resolution setting the date for public hearings on proposals to enter into General Obligation Loan Agreements and to borrow money thereunder. The date will be March 31, 2026 at 5:30 pm.
Motion Carried. [Unanimous]
7.d  RES 26-08 Adopting the Annual Electric Reliability Plan
Danny Christoffers explained that this plan is required by the State of Iowa to have annual approval by the City Council. There have not been any changes from prior years.
Motion by Mark Reinders, seconded by Ryan Panowicz to Approve RES 26-08 Adopting the Annual Electric Reliability Plan.
Motion Carried. [Unanimous]
8.  ORDINANCE(S):
8.a  ORD 770 Amending Chapter 77 Motorized Scooters, Electric Bicycles and Other Personal Transport Vehicles
Ron Hanson explained that earlier today there was a discussion held with the Assistant Police Chief Brent Rosendahl, a suggestion was provided that we re-write the ordinance to include the different classifications with associated restrictions in the ordinance.
There was extended discussion regarding the proposed ordinance and a potentially re-written ordinance, which included:
  The variety of vehicle types and their capable speeds.
  Age restrictions and helmet requirements.
  Which vehicles should be licensed or registered for use on the streets and which should remain on the sidewalks.
  When the ordinance could be passed and approved, readings could be waived to implement an ordinance sooner.
  The State of Iowa is reviewing their laws regarding the vehicles.
  The possibility of banning certain types of vehicles and/or having a City registration of vehicles.
No action was taken to allow for time to make additional changes to the proposed ordinance.
9.  ADMINISTRATOR’S REPORT:
Aaron Lincoln said that Mike Bennett, Lead Lineman, will be retiring in June. We are going to hire a 1000-hour man, we will not hire a full time employee initially. The Inspections department has moved over to 505 4th Street. The Sioux City Metro area received the award for economic development from Site Selection magazine, Sergeant Bluff and other communities in the area received the award. The Drainage Ditch study will be coming back for consideration at the next Council meeting. There was a preconstruction meting for the new I-29 interchange, dirt will be hauled along Banner Avenue or along Dogwood Trail, which will start in approximately April and the project will last two years.
10.  COUNCIL MEMBER’S COMMENTS:
Kirk Moriarty said that he attended a tour of the museum provided Jerry Logemann and Judy Monson. He encouraged everyone to visit the museum to see our rich history. They are currently out of storage space, but donations continue to come in regularly. They continue to look for more volunteers. Kirk congratulated Anthony on the amount of people who attended the NW Iowa Regional Fire School.
Shari Zenor Kiple thanked Danny and Aaron for the recent tour of City Hall and taking time to explain their roles.
Mark Reinders attended the Planning & Zoning Commission. The Sign Ordinance was recommended, that will come before the City Council in a few weeks. There were some people from the public in attendance to understand the proposed Home Based Business ordinance.
11.  MAYOR’S COMMENTS:
Ron Hanson said that the American Legion invited all City Employees to a luncheon on April 8th at 11 am. The Warrior Business center will have a physical therapist soon.
