REGULAR MEETING
March 11, 2026
Mayor Nelson opened the regular meeting of the Salix City Council at 6:58pm on Wednesday, March 11th, 2026.  Council members present: Gene Monk, Denise Burkhart, Emily Clayton, Brenda Smith-Hansen, and Nick Black. 
Others present: Ashley Mareau, Ed Colyer, Justin Mitchell, Derek Stanfield, and Jake Goodin.
• The Woodbury County Sheriff Report was reviewed by the council, no Sheriff was present.
• The Fire Department brought up concerns with a home they answered a call to this month. Asked Mareau to write a Red Tag Letter noting their concerns inside the home. 
• Colyer reviewed list of remaining water meters needing installed. Needs help with one installation, Council member Monk said he would aid. Alerted Council of possible water leak on Talbot Street. Will inform once he has more information.  Mitchell asked about Aspen Lift Station being raised yet to alleviate water coming in, Colyer said he would have to check, had not heard back from Kehrt about it yet. 
• Mareau spoke of grants she has applied for: MRHD for Fire Hydrants, will work with ICAP for street signage.  Relayed request from a resident to allow family to park RV on his street for a month this summer. Council denied quoting City Ordinance Code 69.10. Mareau also asked Council to consider who they would like to add as signer(s) on bank accounts. Council suggested Monk since he was in town most often. Council & Monk approved his addition. 
• The Consent Agenda was approved on motion from Burkhart. Black seconded.  All ayes, motion carried.

c. Approval of February 11th  Regular Council Meeting minutes.
d. Approval of Public Works reports
• Burkhart motioned to approve Mitchell’s bid for Fire Hydrant replacements. Smith-Hansen seconded, all ayes, motion carried. 
• Stanfield with Salix Fire Dept. asked if the Council would be open to FD moving Salix Maintenance Shed to park, their expense, to give them more room for expansion. He also asked about moving fuel tanks (behind Maintenance Shed) and cutting a hole in fence for easier access for trucks. Council approved both. Will examine possibly of moving Shed when/if the time comes. 
• Goodin with Goodin Insurance went over insurance renewal for City of Salix.  Burkhart motioned to approve renewal, Clayton seconded. All ayes, motion carried. 
• Monk motioned to approve setting Public Hearing for FY27 Property Tax for April 8, 2026 at 6:30. Smith-Hansen seconded. All ayes, motion carried. 
• Burkhart motioned to approve setting Public Hearing for FY26 Amendment for April 8, 2026 at 7pm. Clayton seconded. All ayes, motion carried. 
• Burkhart motioned to approve Mitchell’s bid for Permanent Water Main Break repairs. Black seconded. All ayes, motion carried. 
• Black brought up concerns with abuse of recycle bins. Gill Hauling has complained about garbage being dumped in there. Residents have complained of boxed not being broken down, and dumpsters getting so full the items are blowing all over the open lots behind bins. Black asked council to consider moving bins closer to City Hall building and installing a camera. 
  Salix Drainage District Updates
Classification Hearing Notice has been mailed out, and published in Sgt. Bluff Advocate Feb. 26th.  Mareau is searching for grants to help with Drainage Repair costs.
  Revenues received by fund for February 2026: 
General: $6,187.53, Road Use: $2,029.59, Employee Benefits: $40.29, Local Option Sales Tax: $4,304.02, Debt Service: $2,172.62, Cap Project: $0.00, Water: $12,562.34, Sewer: $2,344.09, Total Revenues: $33,623.48
  The meeting was adjourned at 8:00pm motion from Black and seconded by Monk.
